Role Comparison
Outcomes has four user roles: Site Administrator, Administrator, Creator, and Viewer.
Roles are hierarchical. Each role includes every action available to the roles below it, but not the reverse:
A Site Administrator can do everything an Administrator can do.
An Administrator can do everything a Creator can do.
A Creator can do everything a Viewer can do.
A Viewer, Creator, or Administrator cannot perform actions reserved for a higher role.

Site Administrator
Site Administrators hold the highest level of permission in Outcomes. They can access every setting and every institutional hierarchy unit, and can create and modify learning outcomes and reports anywhere in the site. Only Site Administrators can access the General Settings page and initialize a new academic year. A Site Administrator can also grant permissions to any user at any institutional hierarchy unit, and can view reporting features—curriculum map, taxonomy breakdown, and progress reports—for any unit.
Administrator
Administrators have broad access, but two key actions are reserved for Site Administrators only: initializing a new academic year and accessing the General Settings page.
Administrators can assign permissions to other users, but only within the institutional hierarchy unit(s) to which they themselves have been assigned. For example, an Administrator given access at the College of Arts and Sciences can grant permissions to other users within that college, but not at the College of Business or the College of Education.
The same scoping applies to reporting. An Administrator can view the curriculum map, taxonomy breakdown, and reports only for their assigned institutional hierarchy unit(s) and the units below them—not for other colleges or schools.
Creator
Creators are assigned to one or more specific institutional hierarchy units, and all of their responsibilities are limited to those units.
Within their assigned unit(s), a Creator can:
View outcomes, assessments, curriculum maps, taxonomy breakdown, results, and progress reports
Create, modify, and relate learning outcomes
Create and modify assessments and results
Reorder outcomes
A Creator cannot:
Access the General Settings page
Assign permissions to other users
Initialize a new academic year
Viewer
Viewer is the most restricted role. A Viewer can only view outcomes, assessments, and results within the institutional hierarchy unit(s) to which they are assigned. A Viewer cannot create learning outcomes, enter data, assign permissions, initialize a new academic year, reorder items, view the broader reporting features, or access the General Settings page.
