FISAP Data Correction

The Fiscal Operations Report and Application to Participate (FISAP) is used by institutions to apply for Campus-Based Program funding for the upcoming award year and to report Campus-Based Program expenditures for the previous award year. The FISAP is an integral piece of an institution's funding plan.

The FISAP Data Correction process provides financial aid administrators with a method to identify and correct FISAP data issues before printing the FISAP report. Regulatory identifies data errors that may appear in the FISAP report. Regulatory corrects some data problems, but not all problems can be corrected automatically. These uncorrected records must be corrected manually.

The FISAP Data Correction page in Regulatory identifies data errors that may appear in the FISAP report. Below is a table outlining the data errors identified, whether they may be resolved automatically, and the action to take.

The FISAP reports previously displayed incorrect information by identifying a student as not being a graduate, despite the ISIR indicating “Grade level in College 2024-25” as College Graduate or Professional and “First Bachelor’s Degree Before 2024-25 School Year” as No.

Regulatory US 26.0.0 updates the gather logic and tooltips for "Grad Student With Dependent Model" and "Student Not Eligible for SEOG" to use the Program Version credential level, not ISIR data, to determine graduate status. Since the tool no longer needs the result columns for Column A, Column C, and Column D, these columns have been removed. Additionally, a clean-up script ensures the correct value is reflected in the GraduateLevel column of the AdDegree table.

Invalid Transaction ID

This will cause the student to be excluded from the FISAP reports.

One or more of the following is the case:

  • The Award Year header record does not reference an ISIR transaction ID.
  • The referenced ISIR is invalid (no valid EFC/SAI).
  • No ISIR exists for the Transaction ID.
Yes

Select the record and select Resolve.

This may automatically fix some of the invalid IDs that were mismatched due to a SSN change.

For the rest, use the ISIR Matching screen, submit requests for ISIR or ISIR corrections, or select a valid ISIR as the Paid on ISIR on the student's Packaging/Award screen.

No ISIR No ISIR could be found for the student’s SSN, but the student received Title IV aid and should have an ISIR. No Request the student's ISIR from FPS or use the daily ISIR matching process.
SEOG - Not Eligible The student’s enrollment record states that they are enrolled in a Graduate Level program, but the student received SEOG. This student will be excluded from the FISAP Summary Report but will appear on the FISAP Detail Report without a Graduate Level Degree designation. This will cause a discrepancy in the SEOG totals between those reports. No Enroll the student in a non-Graduate level program or remove the SEOG for the selected Award Year.
Grad Student with Dep. Model The student’s enrollment record in a Graduate Level program is inconsistent with the “ISIR ID being paid on”, indicating that they are a Dependent student. This student will be excluded from the FISAP Summary Report but will appear on the FISAP Detail Report without a Graduate Level Degree designation. This will cause a discrepancy in the SEOG totals between those reports. No Enroll the student in a non-Graduate level program or correct the ISIR to indicate that the student is independent.
No Classes The enrollment has no classes that qualify for the FISAP report. The enrollment must have a class ended or dropped after July 1st of the selected award year. No Check the student's classes.

You can use the FISAP Data Correction process to identify and correct data errors that may appear in the FISAP reports (refer to FISAP Detail Report, FISAP Summary Report, and FISAP Variance Report).

Limitations

FISAP Data Correction in Regulatory does not identify:

  • Students with negative FISAP income.

    These students are reported in the Zero column on the reports as specified on the FISAP instructions.

  • Unsupported Dependent students with an Invalid Transaction ID discrepancy

    This discrepancy does not violate any rule or statute.

Prerequisites

You must have the following authorization:

  • Common - Processes - View

  • Financial Aid – Processes - FISAP Data Correction – Edit and View

Access Method

Select the Processes tile > expand Financial Aid > select FISAP Data Correction.

Procedure to View and Correct FISAP Data

  1. On the FISAP Data Correction form, select the Campus-Based Aid Serial Number that corresponds to the FISAP data being corrected. The serial number is a 6-digit number assigned by the Department of Education.

  2. Select the current or the next award year from the Award Year list.

  3. Select the Apply Filters button.

    Records matching the filters are displayed in the grid.

    • If no errors are found, a message indicates "No Errors Found". Select OK to close the message.

    • If errors were found, all FISAP data errors are displayed in the grid, marked with a 'Yes' in the affected area.

    • If errors were found that may be resolved automatically, those records will be pre-selected in the grid.

  4. For students with FISAP data issues, the following information about each student is displayed in the grid.

    Award YearClosed The financial aid award year associated with the record.

    CampusClosed The campus or campuses to which a person or item is assigned. It is filtered to display the campuses to which you have access. In some cases, it is also used to filter a list to only those items for the campus. In some lists, you can select more than one campus or select All. In lists that display columns, if the column contains more than one campus, you cannot sort or filter on that column.

    Duplicate PellClosed There are multiple Award Year records (FaStudentPell) for the student/enrollment. The student may not appear at all, or may not appear accurately, on the FISAP report.

    Grad Student with Dep. ModelClosed The student's enrollment states that they are a Graduate student but the Award Year header record (FaStudentPell) indicates that they are a Dependent student. This is inconsistent. This student will be excluded from the FISAP Summary Report but will appear on the FISAP Detail Report. This will cause a difference in the SEOG totals between those reports.

    Invalid Dep. ModelClosed Invalid Dependency Model: Invalid value for Dependency Model found on Award Year header record (FaStudentPell). This will cause the student to be excluded from the FISAP report.

    Invalid Transaction IDClosed An Invalid Transaction ID will cause the student to be excluded from the FISAP reports. One or more of the following is the case: - The Award Year header record does not reference an ISIR transaction ID. - The referenced ISIR is invalid (no valid EFC). - No ISIR exists for the Transaction ID. For award years 2024-25 and later, the EFC is replaced with the Student Aid Index (SAI).

    No ClassesClosed The enrollment has no classes that qualify for the FISAP report. The enrollment must have a class ended or dropped after July 1st of the selected award year.

    No ISIRClosed No ISIR could be found for the student’s SSN, but the student received Title IV aid and should have an ISIR.

    School Status Not EligibleClosed The student has a school status not eligible for Campus-Based Aid.

    SEOG - Not EligibleClosed The student's enrollment states that they are a Graduate student but received SEOG. The student will be excluded from the FISAP Summary Report but will appear on the FISAP Detail Report. This will cause a difference in the SEOG totals between those reports.

    Serial NumberClosed The 6-digit number assigned to the campus by the Department of Education.

    StudentClosed The last and first name of the student. In some lists, the name of the student is highlighted. If it is highlighted, you can select the link, and it will display the Student Profile or a page available from the profile (such as their Documents list in Contact Manager). To display the Student Profile, you must have Common - Student - View authorization. If the link takes you to a page available from the profile, you must have authorization for that page. For example, if it displays the Documents list, you must have Contact Manager - Student Document - View authorization.

    Student NumberClosed If your institution assigns student numbers, the number your institution uses to identify the student. How the number is assigned is specified by your institution. For example, Anthology Student can be configured to assign the number, or your institution can use another method to assign it.

    Unknown Enrollment StatusClosed Unable to determine enrollment status for the last term of the FISAP reporting period. The student has no classes that qualify for the FISAP Report. This will cause the student to be excluded from the FISAP report.

  5. To fix the errors, select the check box next to each error and select Resolve.

    Select the check box at the top left of the column headers to select all errors and select Resolve.

    A message is displayed once the process is complete. The message confirms that automatically resolved errors are removed from the grid.

    Review errors remaining in the grid to determine the required manual action to resolve the errors.

    Instructional text appears at the top of the form when you hover over a column header. The text provides instructions to correct the problem. Refer to the FISAP Data Errors table for more details on the action required to resolve each data problem.

  6. Select the Export icon (Export icon) to export the FISAP Data Correction grid details to Excel or PDF.
