Pell COA
You can use the Pell COA tab on the Program Versions page to configure a Pell Cost of Attendance (COA) instead of using a calculated Pell COA. The Pell COA value will be displayed on the Awards form in the Need Analysis grid by matching the housing status on the student’s academic year with the corresponding housing status configured here.
When the Advanced Feature Enable Pell COA
is turned on, institutions can configure a Full-Time (FT) and a Less Than Half-Time (LTHT) Pell COA by residence by award year.
Pell fund sources awarded before the "Enable Pell COA" feature was activated display the EstAwardYearCOA field (which is read-only) if a value exists for that fund source and both FT Pell COA and LTHT Pell COA fields are present. After enabling the feature, new Pell awards show only the LT Pell COA and LTHT Pell COA fields.
Pell COA is applied when a student's housing costs change within a payment period. For example, if a student moves from on-campus to off-campus housing at midterm, the institution may wish to recalculate the student’s award for that payment period.

If the Pell COA is $0, Anthology Student will not let you award a Pell Grant.

The Pell COA is populated in two ways:

Specify the Pell COA amounts under Configuration > Financial Aid > Program Version. This amount will populate the Pell COA on the awards form.

If the Pell COA is not specified for the Program Version, the system will use the student’s Budget Information from the Academic Year form to calculate and populate the Pell COA. Calculated Pell COA is based on a 9-month academic year. If your academic year is longer or shorter, this value may differ from the value displayed in the Cost of Attendance field.

The Automated Awarding users should refer to the Auto Packaging Feature or Auto Repackaging Feature of the Pell Grant.
The Pell COA is always based on a full-time student for a 9-month academic year by housing status (With Parent, On Campus, or Off Campus). See below for Less Than Half-Time Pell COA.
The Pell COA by housing status is populated on the Awarding form with the value configured on the Financial Aid Program Version.
When the Financial Aid Program Version is not configured with a Pell COA value by housing status, then Anthology Student will calculate the Pell COA value using the student’s academic year budget. When the number of months in the academic year is not equal to 9 months, the total budget is divided by the number of months in the academic year multiplied by 9.
Institutions that have enabled Automated Awarding via Automated Process Activation will use the Pell COA on the Automated Budget and Packaging Options page, but when not configured, the Financial Aid Program Version Pell COA will be used.
When the Advanced Feature Enable Pell COA
is enabled, then, beginning in 2024-25, Anthology Student awards Pell Grants using award year specific Pell COA, while award years 2023-24 and prior used Pell COA based on academic year effective date.
Prerequisites
You must have Financial Aid - Configuration - Manage authorization.
Access Method
Select the Configuration tile > expand Financial Aid > select Program Versions.
Procedure to Add or Edit Pell COA Amounts

If not already selected, select the Program Version in the grid.

Select the Pell COA tab.

If you want to:

Add new Pell COA amounts, select the Add button. A record is added to the grid for you to complete.

Edit an existing Pell COA record, select the cell in the record you want to change.
You cannot configure the same Effective Date with the same Effective Date Type. A validation message will state: “A Pell COA has already been configured for this Effective Date and Effective Date Type. Please select another Effective Date Type or change the Effective Date to a different date.”

Review, specify, or change the following values.
Pell COA (Full Time and LTHT) is configured and stored only in whole dollars. Academic Year Budget calculations use standard rounding for Pell COA values, which are recorded as whole numbers, including CalcDisbPellCOA amounts for individual disbursements.
When the “Enable Pell COA” advanced feature is turned on, existing values are rounded to whole dollars. The rounding to whole dollars also applies to the Pell COA value on the Awards page for current and future academic years.
Less Than Half-Time (LTHT) Pell COA in Pell Calculations for Award Year 2024-25 and Beyond
When a student is enrolled in a term with an enrollment intensity of less than 50, Pell calculations for award year 2024-25 and beyond will evaluate the LTHT Pell COA.
When the Pell COA for On Campus LTHT, Off Campus LTHT, and With Parent LTHT values are configured on the program version, the system will evaluate the LTHT Pell COA when calculating a Pell disbursement. When not configured, the system will evaluate the institutional charges from the academic year budget to calculate the Pell disbursement(s).
If the Pell Grant is awarded across multiple program versions, the system will evaluate the respective program version’s LTHT Pell COA for that disbursement.
The system will not update the LTHT Pell COA field value if the field is populated and locked under Student Profile > Financial Aid > Awarding > Awards.
Pell Term Disbursements Amounts for Less Than Half-Time Enrollment Intensity
When the Less than Half-Time (LTHT) Pell Cost of Attendance (COA) is less than the calculated threshold (Pell Scheduled Award multiplied by the Enrollment Intensity %), Anthology Student uses the LTHT Pell COA to calculate the Pell disbursement amounts for terms within the academic year that have an enrollment intensity of LTHT or an enrollment intensity of less than 50%.
Example:
A student’s scheduled award is $7,500. The program version is configured to have the LTHT Pell COA of $3,000.
The student is enrolled in an Academic Calendar 2 (term of quarters) and takes:
- 10 credits in Fall
- 6 credits in Winter
- 5 credits in Spring
The term disbursement amounts are calculated as follows:

Fall: $7,500 x 83% = $6,225 Pell Scheduled Award / 3= $2,075.

Winter: $7,500 x 50% = $3,750 Pell Scheduled Award / 3= $1,250.

Spring: $7,500 x 42% = $3,150 per enrollment intensity, so the Pell Scheduled Award per LTHT Pell COA is $3,000 / 3 = $1,000.
The system uses the LTHT Pell COA for the spring term because it is lower than the enrollment intensity threshold of $3,150. The fall and winter terms are not applicable because the student is not enrolled less than half-time.
