Gainful Employment

You can use the Gainful Employment page to configure programs/program versions for gainful employment reporting purposes based on the Financial Value Transparency (FVT) and Gainful Employment (GE) Final Rule published by the Department of Education (ED) on October 10, 2023.

Programs subject to the Gainful Employment Rule include:

  • All non-degree programs
  • Most programs at proprietary institutions

The final rule is effective July 1, 2024, with the requirement for institutions to report program and student information needed to calculate Debt to Earnings (D/E) rates to the Department by October 1, 2024. For subsequent award years, institutions must report the required data elements by October 1 following the end of the award year.

Institutions are required to report information for students who were enrolled at the end of the most recently completed award year and for students who completed the program or withdrew during the standard or transitional periods. The choice of standard or transitional period must be made for the entire institution and cannot be changed once it has been selected. Institutions that choose transitional reporting will use that reporting method for the first six years that the regulations are in effect. Institutions that choose standard reporting will be expected to provide data for all the years during the cohort period.

Prerequisites

You must have the following authorization:

  • Financial Aid – Configuration - Gainful Employment - Edit and View

You must have selected an option under FVT/GE standard initial reporting?Closed Select Yes if you want the system to use Standard Financial Value Transparency (FVT) and Gainful Employment (GE) reporting. If you select No, the system will use Transitional reporting. The Standard option can be used for the award years 2017 – 2018 through 2023 – 2024. The Transitional option can be used for the award years 2022-2023 through 2023-2024. The reporting choice cannot be changed once it has been selected. in the system settings. Select the Settings tile > expand System > select General.

Access Method

Select the Configuration tile > expand Financial Aid > select Gainful Employment.

Procedure to Configure Gainful Employment Programs

Programs Tab

  1. On the Programs tab, select a School CodeClosed Unique codes assigned by the Department of Education for schools participating in the Title IV federal student aid programs. Students can enter these codes on the FAFSA to indicate which schools they want to receive their financial application results. The School Codes are configured in Anthology Student under Campus Setup > Locations. A Federal School Code is always six characters: 0 (zero), G, B, or E, and a 5-digit number. Anthology Student supports only numeric school codes. If the Federal School Code for your institution contains the letter G, B, or E, replace the letter with a zero (0)..

    Anthology Student populates the grid with all active programs/program versions that share the selected school code.

    Alert: Be sure to save your changes in the grid before selecting a different School Code. If you edit data in the grid and then select a different School Code, your changes will not be saved.

  2. Review the data in the non-editable and editable columns.

    Non-editable columns:

    ActiveClosed Specifies whether the associated record is active.

    Branch CodeClosed Two-digit number used with the OPEID number that identifies the specific location the program version is associated with.

    CampusClosed The campuses the program version is associated with.

    CIP CodeClosed The Classification of Instructional Program (CIP) code associated with the record.

    Credential LevelClosed The credential level of the program.

    Degree LevelClosed The college degree level.

    ProgramClosed The name of the program. Programs are configured by your institution.

    Program VersionClosed The name of the program version.

    Program Version CodeClosed The alphanumeric code assigned to the item by your institution. In most cases, codes must be unique.

    Published Program LengthClosed The length of the instructional program in years, months, or weeks as published by the school.

    Published Program Length MeasurementClosed The unit of measure for the length of the instructional program as published by the school. Values are W (Weeks), M (Months), and Y (Years).

    Weeks in Title IV Academic YearClosed The total number of weeks of instruction in the program’s academic year. This value is reported only when Published Program Length Measurement is W or M.

    Editable columns:

    2 - Years Credits Fully Acceptable toward Bachelor's degreeClosed Select the check box to indicate if the program is a "2 - Years Credits Fully Acceptable toward Bachelor's degree" program.

    Accrediting AgencyClosed Specify the name of the agency that is programmatically accrediting the program. This field is editable and required if the record is marked with Yes in the "Programmatically accredited" column, otherwise, the field is not editable. You can enter up to 35 characters in the text box.

    CTP ProgramClosed Select the check box if the program is an approved comprehensive transition and postsecondary (CTP) program.

    GEClosed Select the GE check box to mark the program as a GE Program. A program version can be configured for GE, but cannot have the "CTP Program", "Prison Program", "Teacher Certification, or "2 - Years Credits Fully Acceptable toward Bachelor's degree" column selected at the same time. If you want to select any other option, clear the option previously selected for the other fields to become enabled again. The "Qualifying Graduate" column is not mutually exclusive from GE.

    IncludeClosed Select the check box to mark the records to be included in the GE report you will submit to the Department of Education. When the grid is loaded after the school code selection, the system selects the Include check box for all records that have a valid CIP code.

    Liberal Arts Degree/Proprietary InstitutionClosed The institution is required to indicate that a program is a Liberal Arts Bachelor’s Degree Program at a Proprietary Institution. Select Yes, No, or N/A. If you select Yes, the system will validate that the Credential Level is 03: Bachelor’s degree.

    Other StatesClosed Optionally select up to 4 states in the institution’s metropolitan statistical area (MSA) in which the program does not meet licensure requirements or prepares students to sit for a licensure examination in a particular occupation. The Edit Other States link opens a pop-up window in which you can add, select, and remove states. Specify with Yes, No, or Not Applicable whether the program prepares for licensure in the selected states.

    Prison ProgramClosed Select the check box if the program is an approved prison program.

    Program meets licensure requirementsClosed Indicates whether the program meets licensure requirements. The values are Yes, No, and N/A (not applicable).

    Program Prepares Students for Licensure in State of Main CampusClosed Indicate whether the program prepares students for licensure in the state of the main campus. Select Yes, No, or N/A (default).

    Programmatically AccreditedClosed Indicates whether the program is accredited. The values are Yes, No, and N/A (default). If you select Yes, you must specify the name of the Accrediting Agency.

    Qualifying Graduate ProgramClosed The institution must indicate whether the program is a “qualifying graduate program,” as defined in 34 CFR 668.2, whose students are required to complete additional post-graduate training such as a medical residency. This item determines whether an extended residency cohort is used. Values are Y=Yes and N=No.

    State of Main CampusClosed This is a required field. Select the state of your institution's main campus. The drop-down includes all states in Canada and the United States.

    Teacher CertificationClosed Select the check box if the program is an approved teacher certification program.

    Total Number of Enrolled StudentsClosed The institution is required to provide the total number of students enrolled in a program during the most recently completed award year. This includes both recipients and non-recipients of Federal student aid funds.

    Total Licensure ExamClosed Specify the total number of program graduates who took licensure exams in the most recently completed award year. Valid values are 1-999,999. This field is optional.

    Total Passed Licensure ExamClosed Specify the total number of program graduates who passed the licensure exam in the most recently completed award year. This value is not maintained in the system--you will need to configure it.

    Anthology Student enables the editable fields only for programs configured as FVT/GE programs. A program version can be configured as a FVT/GE program only if it is Title IV-eligible, is associated with a Credential Level or Degree Level, and has a CIP Code. A record is not editable if the Credential Level, Degree Level, or CIP code are not specified. The Degree Levels need to be associated with the correct Credential Levels.

    The CIP Codes are validated against the latest approved (2020) CIP Codes published by the Department of Education in the Federal Register.

  3. After you have specified appropriate values for the records in the editable column, select the Include check box to mark the records you want to include in the GE Report.

  4. You can show or hide inactive program versions using the Show Inactive Program Versions toggle button in the grid toolbar.

    We recommend that you review all active and inactive program versions and specify whether or not a program version is an active GE program.

  5. Click Save to save your changes in the grid.

    Tip: When you select the paging controls at the bottom of the grid, you will be prompted to save your changes on the current page. If an entry in a required field is missing, you will be navigated to that field. If you select a different School Code, the changes will not be saved.

  6. To export the list of GE Programs, use the Export to Excel or PDF button (Export icon) on the toolbar.
